Instructions
Step 1: Loosen the corned beef with warm water. Step 2: In a bowl, mix the corned beef, onion, garlic, scallion, chopped sweet peppers, scotch bonnet, thyme, flour, baking powder, salt, black pepper, and all-purpose seasoning.
